At the recent World Artificial Intelligence Conference in Shanghai, Chinese President Xi Jinping firmly planted his flag on the side of collaboration, sharing a philosophy that calls for both robust regulation of the technology and a commitment to open-sourcing it. In outlining a list of four key observations, Xi prioritized a “principle of openness,” declaring that the development of artificial intelligence should not be a “solo performance” dominated by a single nation. Instead, he envisioned a “symphony of international cooperation.”

According to a translation of his Mandarin address, Xi emphasized that China is ready to be more open, take pragmatic actions, and assume a highly visionary perspective. He expressed a willingness to work with all global parties to navigate both the unprecedented opportunities and the complex challenges that artificial intelligence presents. This cooperative rhetoric signals a calculated pivot in China’s global technology strategy, aiming to portray the nation as a collaborative leader rather than a closed-off competitor.

Empowering the Global South

A cornerstone of this new strategy is China’s concerted effort to position itself as the premier AI partner for the Global South. Xi stressed that countries must unite to build AI infrastructure and extend crucial technological assistance to developing nations. To back this up, he announced that China will provide 5,000 distinct opportunities in AI training and seminar programs for developing countries. Furthermore, Beijing is actively cultivating AI cooperation with major regional blocs, including the Association of Southeast Asian Nations (ASEAN), the League of Arab States, and the African Union.

This diplomatic push materialized in a highly concrete way during the conference. A day prior to Xi’s remarks, 29 countries signed a landmark agreement in Shanghai to establish the World Artificial Intelligence Cooperation Organization (WAICO). According to Chinese state media, this newly minted international body will be headquartered in Shanghai, further cementing the city’s status as a global nexus for collaborative tech development and challenging the Western-centric governance models of artificial intelligence.

The Shadow of National Security

While advocating for openness, Xi did not ignore the inherent risks of unchecked AI. He strongly urged the international community to strengthen risk awareness, insisting that AI systems must be “secure and controllable” and always remain strictly under human control. However, embedded within his calls for safety was a pointed critique of contemporary geopolitical rivalries. Xi warned countries to oppose “overstretching the national security concept in the field of AI, or placing one country’s security over that of others.”

Though no specific nation was named, the remarks were a thinly veiled rebuke of the United States. Over the past several years, Washington has implemented a series of stringent export controls designed specifically to curb China’s access to high-end technology. These measures trace back to President Donald Trump’s administration, which notably placed Huawei on the Commerce Department’s Entity List in 2019. The Biden administration subsequently escalated the situation in 2022, introducing aggressive export controls that restricted China’s ability to purchase advanced computing chips and manufacture crucial semiconductors, citing severe national security risks.

Domestic Innovation as a Survival Mechanism

The geopolitical tug-of-war has sent shockwaves through the global tech industry, perhaps most notably affecting American chip giant Nvidia. Once a dominant force, Nvidia has seen its market share in China plummet. In its recent annual report, the company admitted it was unable to create and deliver a competitive product for China’s massive data center market that satisfied the regulatory demands of both Beijing and Washington. Nvidia noted that its effective foreclosure from the Chinese market has ultimately helped its global competitors build larger developer and customer ecosystems, posing a long-term challenge to its worldwide dominance.

Nature, and the tech market, abhors a vacuum. At the very same Shanghai event where Xi spoke of global cooperation, Chinese tech heavyweight Huawei showcased its domestic answer to the chip embargo: the Atlas 950 SuperPoD supernode. Designed to link multiple chips together to dramatically boost overall computing power, Huawei stated that this advanced architecture directly addresses the intense computing needs required for large-scale data center construction and the training of massive AI models. By championing open-source AI abroad while rapidly accelerating domestic capabilities at home, China is orchestrating a dual-pronged strategy to ensure it not only survives the current tech war, but emerges as the conductor of the global AI symphony.
